I am directed by Secretary Sir E. Grey to

acknowledge the receipt of your letters Nos. 48921/15

Av end 50994/15 of the 6th and 10th instants, respecting the measures to be taken in the Far Eastern Colonies with respect to the prohibition of trading with the

enemy.

2. Sir E. Grey concurs generally in the terms of

the draft telegram to the Governor of Hongkong en-

closed in your letter of the 10th instant. He would suggest, however, for the consideration of the Secretary of State for the Colonies that it would

be advisable to amend the wording of the telegram

as to make it clear that the Colonial Authorities

are to continue to intercept shipments to and from

firms in China and Siam whose names do not appear on

the list of approved consignees and that His Majesty's

Minister at Bangkok will only notify by telegram

shipments of the type contemplated by Messrs. Mark-

wald and Company.

3 If Mr. Secretary Bonar Law concurs in this

alteration, Sir E. Grey will cause a further telegram

to be sent to His Majesty's Minister at Bangkok,

explaining the basis on which action will in future

be taken. Meanwhile to avoid delay Sir E. Grey has
